Almost 50,000 students from Grade 1 to 3 in the National Capital Region (NCR) have difficulty reading, based on an assessment conducted by the Department of Education in the region.

According to the survey presented by DepEd-NCR, among the 384,000 learners from Grade 1 to 3 who went through the comprehensive rapid literacy assessment before starting the current school year, there are 49,636 learners who can be considered "total full refresher."
So, all our schools are constantly looking for those non-numerates, non-literates,
said DepEd-NCR Director Wilfredo Cabral.
Because of this, the schools have laid out a learning recovery and continuity plan.
Cabral also mentioned that they are also following a framework called 'LOG IN Plus', which represents loss, gaps and gains in basic education, along with good practices during the heyday of pure distance learning.
DepEd-NCR also assured that they are ready to mandate full in-person classes by November, in the face of classroom shortages.
So some of those schools will be finished or will be completed by November, but beyond probably the deadline of November 2. But, just the same, within the year, all of us can go to full in-person classes,
he said.
By November 2, all schools are expected to return to full in person classes to address the learning gaps caused by 2 years of remote learning due to the COVID-19 pandemic.
Earlier, DepEd Spokesperson Michael Poa said that foundational and functional literacy is also a priority for the K-12 program review.
