Teachers worry over delay in reimbursements of funds used to print modules

Teachers who had to empty their pockets and use their own money for printing learning modules said that they have yet to be reimbursed by the Department of Education (DepEd).

Due to DepEd’s inefficiency to deliver funds or needed resources on time, the teachers were forced to produce modules and other learning materials either by soliciting or out-of-pocket funding during the school year 2020-2021.

Meanwhile, Education Undersecretary Annalyn Sevilla said the DepEd has mechanisms to reimburse.
We have mechanism to also reimburse and also properly account for expenses na nagastos or nagawa nila in advance,
she said.

However, teachers claimed that they have yet to be reimbursed even after the school year.

Recently, the Commission on Audit (COA) had identified deficiencies in the Department of Education’s (DepEd) spending of its P8.136 billion COVID-19 funds for the implementation of the Basic Education Learning Continuity Plan (BE-LCP) for school year 2020-2021.

Among the deficiencies were lapses in the budget utilization of the agency, non-compliance with the Government Procurement Reform Act, as well as incomplete procurement and delivery of self-learning modules (SLMs) which apparently affected the distance learning’s implementation.

Meanwhile, the Alliance of Concerned Teachers Secretary-General Raymond Basilio said that they aren’t surprised by the COA’s findings as he noted that since the beginning of the previous school year, teachers already felt the lack of funds for the printing of self-learning modules.
