In a free webinar, public forum entitled “Revisiting the EDCOM of 1991: Continuities and Discontinuities in Philippine Education Sector Reform” on Aug. 13, Education Secretary Leonor Briones said that the biggest challenge in the education sector currently is “quality.”

She added that the education sector has always had deep-rooted challenges that remained unaddressed until now such as infrastructure, teaching, curriculum, and so forth, but noted that when put everything together, the biggest challenge confronting the education sector at present is quality, mentioning how the Constitution mandates the education sector to not only provide education for all Filipinos but “quality education” to each Filipino learner.
The DepEd organized the public forum which discussed the study on the 1991 Congressional Commission on Education (EDCOM) Report which was commissioned by DepEd itself.
By reviewing the EDCOM of 1991, Briones said that it will help DepEd find out how it was implemented and identify issues as it pivots towards quality education.
