World Bank issues apology over report on PH education; DepEd accepts

On Friday, July 9, the World Bank issued an apology on its report stating that Filipino students perform poorly in schools as 80 percent of them fell below minimum levels of expected proficiency.
We deeply regret that the report on education was inadvertently published earlier than scheduled and before the Department of Education (DepEd) had enough chance to provide inputs,
the World Bank said in a statement.

The World Bank issued the apology after DepEd Secretary Leonor Briones claimed that the country was insulted and shamed because of the report and pointed out that it placed the spotlight on the quality of education in the country.

She also said that the World Bank used an old data for the report and did not follow protocols on its release and noted that the DepEd was not informed first before the report was made public.
This was an oversight on our part, and we conveyed our personal apologies in our communication with the government. Recognizing the inadvertent release of the report, we have taken steps to temporarily remove it from the website,
the World Bank added.

The World Bank also said that they are definitely aware about the DepEd’s various efforts and programs to address the challenge of education quality which Briones also earlier claimed was omitted on the report.

Subsequently after the financial institution reached out to the DepEd, it finally acknowledged the World Bank's apology and said it hopes that the World Bank's statement has affirmed the agency's efforts in improving the country's education sector. 
More than admitting to their oversight, we hope the WB statement has clearly reiterated the commitment of and concrete steps being taken by the Department, together with our partners, to resolve century-old issues plaguing the Philippine education system,
the DepEd said.
