Senator Francis Tolentino called for the gradual resumption of face-to-face classes in island provinces with low-risk of COVID-19 for the upcoming school year 2021-2022.

He said that provinces with low or zero COVID-19 infection rates should be progressively allowed to resume face-to-face classes by the national government while firmly implementing existing minimum health protocols, even more possible, as the vaccination of teachers against the virus have already started.

Tolentino commented on how the blended learning curriculum, which is currently the setup for education amid the pandemic, was not effective at all due to connectivity issues in the country’s telecommunication companies. Thus, allowing face-to-face classes in low risk areas in the country could supplement education and not just solely rely on blended learning.
It should not be a total online-hybrid modality… it won’t work, it never works,
the senator said.

He also thinks that the “learning accumulation” of students “really went down” based on the recent controversial World Bank report that stated 80% students fall under low proficiency levels, which made him doubt the effectiveness of the blended learning system.

The DepEd announced that blended learning setup will still continue for the upcoming school year which will start on September 13.
