Earlier, President Rodrigo Duterte approved September 13, 2021 as the opening date for the new school year, which was among the proposed dates recommended by Education Secretary Leonor Briones.

Briones noted that the Philippines is the only Southeast Asian country that has not yet opened for face-to-face classes, even on a limited scale, for basic education as the President has not yet approved its proposed pilot test in 100 schools.
Marami siyang tinitingnan na aspeto tungkol sa health situation natin…Gusto ko lang 'yang i-clarify, Sept. 13 is still blended learning,
Briones said.

Pilot testing for face-to-face classes had been rejected by Duterte twice due to the COVID-19 vaccination campaign not being launched previously.

In December 2020, Duterte approved the pilot test of limited face-to-face classes but later withdrew his approval weeks later due to the emergence of COVID variants.
