Lawmaker urges DepEd to halt migration of teachers

In the virtual forum led by the Coordinating Council of Private Educational Associations of the Philippines (COCOPEA), Pasig Rep. Roman Romulo called on the Department of Education (DepEd) to consider offering financial incentives to private school teachers in order to stop them from transferring to public schools especially during the pandemic.

He pointed out that private school teachers have been transferring in droves to public schools because they offer much higher salaries. He also added that private schools have become the mere “training ground” for teachers who later migrate to public schools.
Maybe you can do some incentives… Incentivize na lang (is what you can offer) because that's what they need at the end, monetary support… Find [ways] for the private school to match the bigger salaries,
said the lawmaker, who heads the House Committee on Basic Education and Culture.

Due to the impact of the COVID-19 pandemic, about 14,000 private schools have greatly been affected.

Fr. Karel San Juan, SJ, president of the Ateneo de Zamboanga University, also said that guidance counselors must likewise be considered as beneficiaries of the financial incentives and assistance if Romulo’s proposal will be approved.

In response, Education Undersecretary Tonisito "Tony" Umali assured that the department had taken notice of the teachers' migration problem.

 He said that a memorandum was being drafted to stem the migration of private school teachers and added that the order would be released "in two weeks' time."

Romulo also stressed the need for the private sector to provide support to public schools which was seconded by Marikina Second District Rep. Stella Quimbo in the same forum. She admitted that the government might be "underinvesting" in the private education sector.
